Sen. Tom Harkin, the former chairman of the Senate Health, Education, Labor and Pensions (HELP) Committee, released a report in 2012 that revealed the committee's findings from a two-year investigation of the for-profit higher education industry. Harkin says the committee found "overwhelming documentation of overpriced tuition, predatory recruiting practices, sky-high dropout rates, billions of taxpayer dollars spent on aggressive marketing and advertising, and companies gaming regulations to maximize profits." Deceptive practices are not the exception, but the norm, he added.
